I'm not sure what files you are looking for as I don't recognize it at all. Is it a client file? You better ask Kunos about this.

Well, it says "Not enough CPU power", so your PC specifications would be very interesting and what else you're running on the same PC.
Maybe you simply don't have enough CPU performance to run a server and also drive on it at the same time?

This is a limitation of ACC. Add Track Medal and Safety Rating Requirements to gain more slots. I think it's 3 TM and 70 SA for 30 slots iirc.
