Looks like proper, unrestricted ground effect car to me. Only skirts are missing.

Yeah I think by the 90s governing bodies knew better than to allow skirts. It still generates a ridiculous amount of downforce.

I don't think it'd be drive-able with skirts... you'd need tires that are as hard as rocks to cope with the downforce loads.
