It's called seasonal adjustments. With the track's light config, modders can change the look of the textures. So there are much tracks where seasons are realise. So now is wintertime and the modders try to get it look like snow or frost. To avoid this, just select a date in summer in the time-sub menu (3 dot right next to the time slider) in CM's Drive menu.
