He just start to reach his peak.

On motorsports, 30-35 years old stage is the best stage on the carrer. Look to Prost, Senna and Schumacher on the same stage.

Vettel is not on the same level, cant compete with Hamilton any moment, only with a very better car.

Gridpenalty due to replaced PU parts, so there was no point in driving that session. He's starting 19th.
