Updated nose and TAG Heur logo

1.3 update includes an updated nose, the correct TAG Heur logo and Torx screws

Updated tires and ACSPHR helmet Verstappen

- replaced the tires with the ones from Dave Williams

- added the ACSPHR helmet in the car folder and changed the ext_config file

You only have to install the mod ACSPHR like in their readme file!
