Engineer does not mind the remaining fuel, he just saves the driver from running out of fuel and calls them in.

Edit: Save Fuel driver abiltiy works similar. When you use it, your fuel can't go below 1 at that lap.

There was indeed a problem, but it was about the visuals showing the overtaking counts. I fixed it, hopefully.
