AI cars all not moving when game starts, only 1 or 2 cars slowly moving,how can i fix

It actually seems like a really good app, but somehow I'm apparently too stupid for the app.

On the one hand, the cars simply stop at the start and on the other hand, changing the fuel (in the setup menu) doesn't seem to change, at least for me.

Am I doing something wrong or is this all too right?

Is it possible to change AI random fuel in qualifying?
