GTR 2 - Modding Questions (Tracks & car skins)

Hey! I have some question that I need to get answered.
I'm very interested in GTR 2 modding. I want to make tracks and car skins. Recently I tried to make a skin for M3 GTR but it wasn't very successful. I downloaded some templates and they seem pretty useful! Can somebody get me into GTR 2 modding? I really want to make tracks or car mods and develop some basic skills in painting/modelling.

You'll need specialized tools for track and car creation, none free to my knowledge, and some time spent learning them.
