The regulations (namely Art. 3.2.1) have been slightly changed. The additions are shown in red in the document.

With that in place, number choices can now be made. The choice ordering is made clear in the regulations. Lock in date will be ahead of season start, so probably around a week to week and a half.

All banked values will have to be used? ie. all 80 skill needs to be allocated before a round? (80 to divide in setup 1 for race 1 and 80 skill for setup 2 for race 2)... or can you say allocate 70 skill and bank 10 to have 90 skill (before bonuses) to spend in the next round?

For a better answer really, referring to Art 7, paragraph 2

Should the deadline pass without submission, the stewards will give a 50/50 split of performance for the round (race pace will take precedence if HP cannot split evenly).

referring to whether you submit your setup. If someone really wanted to submit less than what they had, then we'd either implement the above based on what they haven't used, or just leave them with low performance .
