Major overhaul of animated helicopters, balloons, billboards and blimps

Animated helicopters added.

Helicopter by Gunnar333 with blade tweaks by Testgame. Thanks also to Tberg/LilSki for the blimp.
Note: recent CSP updates have borked the teardrop flags, but these will hopefully be fixed in an update.
Update:
Some hue/saturation tweaks, some billboards replaced, and ten additional track skins (total now = 20).
This should be the first and final update. Maybe.
Fill your boots!
Balloons with slightly randomised positioning and movement, andten TWENTY(!) sets of billboard & flag skins.
Unzip and drop the contents of 'alps' into the track's main folder.
Overwrite when prompted.
Make sure only one skin is selected at any one time or planet earth may explode.
If you're subsequently using this track online and want to remove the new balloons/choppers to avoid potential checksum errors then make a backup of the original models.ini first so that you can easily revert.
Thanks to Turn 10 for the original track, ДЯДЯ ДИМА for the conversion, and Nobody for kicking it into shape.
