Oh, I thought all 4 were combined for this, i.e. once you have a certain amount of upgrades (no matter how they're spread over the 4 areas), development gets slower. Could've made for some interesting development tactics.

I think we say the same thing, but let me try to clear it: Their combined amount slow down the development rate and that rate only affects speed development.
