Neil can you tell me where i exactly need to put it?
And wich things i need to change in the file, because i see alot of ambient temp in the file? :)

I've had some trouble with this too at first but Neil explained it to me:
The weather txt file goed into this folder: X:\Steam\steamapps\YOURNAME\race07ds\UserData\Log_Dedicated
Then right click the file and enable read-only, you might also want to check if it is not blocked. Because the file comes from another computer windows might block it. You can unblock it by looking at its properties (right click), there should be an option to unblock it.
Then start up the dedicated server, set the weather to changeable and it should work ok.
 
Neil, like Ivo, I have a little doubt about this also.
I have 4 different weather.txt in my PC: 2 in simbin at my documents (1 dedicated, other non dedicated) and 2 in steam at program files (1 dedicated, othen non dedicated).
I've been trying to do this always putting the weather in all those places I mentioned, but even doing this I get rain sometimes when the forecast I see in that swedish site says it's gonna be sunny with temps aroung 43, 42, 40, etc.
What am I doing wrong? Am I doing something wrong?
Well... A little lost here... :D
the 2 locations that matter now are the ones within your simbin folder in my documents.

if you want to use the weather file for a dummy race then just replace the one within your My Documents\SimBin\RACE 07\UserData\LOG folder
If you want to run a dedicated server then replace the weather file within your C:\Documents and Settings\blootoon\My Documents\SimBin\RACE 07 Install 2\UserData\Log_Dedicated

with both options it is important to write protect the weather file before you start the server or game.
My weather file is slightly different from Eric's but it will give you a general idea of what to expect.

Just checked and it also works in offline practice.

Qualified P2 with 1.22,8xx good lap time for me. Got hit from behind at T2 and fell P12, i was able to gain up to P4 but ended race P5.
Race 2, started 4th and gain up to P1 at turn 2 then suddenly no one behind me, Greg told me on TS that had a carnage in front of him. So greg caught me up and let him pass and no worry for the rest of the race ended P2 with 28 sec advance on P3.
