To join the Forza 4 in game car club you need to post in: http://www.racedepartment.com/forza-motorsport-4/67629-forza-4-drivers-club.html
The in game car club is invite only and Andrew should be able to sort that for you.

If you are refering to how to join an events, just post your name and xbox 360 gamertag in the event post.

My fastest lap was in the 1:38.9xx I see the front runners got into the 1:35.xxx
