Multiplayer Server

I want to host a multiplayer race in Rfactor. If I click on the .exe-file: "rfactor dedicated server", the menu doesn't come up and the loading process stops. can someone help

do you need to run it as admin,

I have Windows10 (64 Bit). ok, I selected to run Rfactor Dedicated Server as administrator. The result stays: the menu will not open. It only says: "Initializing ISI dedicated server". Then it stops loading and shuts down. anyone can help?
