When your livery is ready to added into the game download Unreal Pak:

Put your mod files into a folder and call it something like "Mod_Name_P". You have to have the "_P" at the end. Then drag your mod's folder onto the UnrealPak-With-Compression.bat batch file and it will make a .pak file for you
