Ok! After doing some racing with the Minis the AI seem very slow in the corners. I'm at 104% strength now and on the straights they seem to want to pass me, but going into a corners they slow right down and I'm gone. I don't even need to qualify, I start at last place and I'm almost in first place in about 15 min of a 25 min race. Some tracks are worse then others, eg: Interlagos, Velopark seem to be very bad, but Curitiba is a little better.

Raise the strength. They will go quicker in corners but not in the straights.

If you´re still quicker going into the corners, but theyre pulling away from you on the straights, to a net result of a quicker laptime, then you might need to adjust your driving a bit. The Mini is less about being the last of the late brakers, and more about keeping the momentum.
