Looking for permission to use fsr 2013 mod

First of all hello to everyone I'm seeking permission to use the fsr 2013 mod for my own winter series before the season for the league I take part in begins in march now if I do secure permission I would like to use the teams in the mod or just the mod so I can modify the cars for my own liverys
