This is more a case of protecting the Baggage Handlers. Over a certain weight, baggage is classed as a "heavy item" and legally must be lifted by multiple individuals. By giving a weight restriction, then all the bags can be moved by a single person if required, increasing flow rate and decreasing time to complete.

And I guess weight distribution plays a role too, doesn't it?
Like the plane doesn't care for some extra weight, but having it all in the rear can become a bit annoying for the pilot, having to adjust the trim etc.
