Fireworks

I've noticed fireworks going off on some videos I've watched. Ive tried all the graphics settings but cant get them on. Does anyone know how to?
Or is it only at the end of a race??

Try to race at Paul Ricard by night. Actually, IRL, there is a real firework at the end of the 1000km race close to midnight
