Sorry, that was just me thinking out loud. But that basically controls how shiny or not the car will be seem. I was putting it way too shiny (almost chrome) or too matte.
But now I think it is okay.

Let me know if you want any particular number plate, and I will upload it here at RaceDepartment.

Small request, should be easy to implement: putting Manta 400 engine sound from Dirt Rally 1 to Ascona 400 in Dirt Rally 2.0. Both cars have same engines in real life so they sound the same.

We need more matte black cars! Without any stickers! Ford Rs200 and 205 T16 for example! Older cars look really cool in that color and many new ones of course, how come nobody is doing matte black cars??

How come you are not making matte black cars if you like them so much?

"I don't know how to make skins" is not a valid reason. Anyone with a bit of PC skills can learn it, if they are willing to spend some time and effort to learn. Plain black with no decals is a pretty good starting point anyway since it's quite a lot easier to make than the kind with lots of decals and complex designs.
