Yep looks like they might have just missed something , Im going to reboot again just to be sure but i get the impression that the game is looking for an authentication file that is on there dev pc's but not on peoples home pcs.

EDIT : To fix this issue just Delete the Assetto Corsa Folder From your windows documents folder and then relaunch the game on steam.
