KS_Vallelunga ext_config\track skin

In my continuing series of useless mods, here is the latest version of this one. CSP is required for some of the things to work.

-- Removed all the 3D trees and replaced them with 2D versions. Not many 3D trees on this one, but i'd still rather look at 2D versions than the 3D ones that stood out like a sore thumb.
-- Added working colored flag lights and working s\f line lights. Red always did work at the s\f line, but now there is green as well.
-- Two track skins that make the grass and trees progressively darker and get rid of the purple tinted groove line. All color and brightness choices were made based on my own personal ppfilter so I don't know how things will look on your system.
-- Ext_config file that changes the seasonal look a bit differently from the default CSP version. No more overly brown summer or overly vibrant fall.
-- Will eventually add something to the display just right of the s\f line lights

As with all my config mods, you can disable any of these changes individually simply by editing the ext_config.ini file and setting any of the options to ACTIVE = 0. Before extracting, make sure to backup any existing track extension folder you may have so you can revert back if you don't like my changes.
