What is meant by "External USB controller"

Hi all,

Thinking about about buying the Ascher racing Shifter Mounting Plate plus hardware kit and Ascher racing paddle shifters to mount to it. If not connecting them to a sim cube, it suggests you need to connect the paddles to an "external USB controller ", though I'm not 100% what is meant by that. Looking the following picture the cable at the back seems like it should plug into both paddles via the two pin plugs. Then the USB plug would connect to some sort of controller between the shifters and my computer?

He means a controller board like bodnar or dsd has got.
You have to splice the clear connector (front right) in the to the usb controller.
The USB is connection is just a pass trough for the 4 wires of the paddles
