Weather conditions settings

Does anyone know how I can customize the conditions settings (ie choose 10% rain for a damped track, instead of just 'raining' or 'heavy rain'), can I do this in offline mode or do i need to setup dedicated server, or even edit the plr file?

yep you need to setup a dedi server
