So, for those who still have issues with the VR performance, I will quickly post what I did today with full success after having tried almost every setting and tweak from the internet over weeks. Hardware: i7 7700k@4,9Ghz, MSI Gefore 1080ti, 16GB RAM, Windows 10, HTC Vive Issue: Extremely bad VR performance even after CPU and GPU upgrade, blurry, stuttering and what have you that you do not like. Miles away from Assetto Corsa. Solution: Nvidia settings for Project Cars 2 reset to factory default SteamVR supersampling for Project Cars 2 set to 1.0 Delete graphics XML files in Installation folder /steamapps/common/Project Cars 2/... Delete everything under user/documents/project cars 2/ (in fact, maybe only graphics XML files there would do, but I wanted to start over anyways) Launch Project Cars 2 and let the application decide on the best settings, don't change anything! 20 cars on the grid in Monaco, 90 FPS and fantastic VR performance, crystal clear texturing, cars, track, world details, simply awesome, all I was ever expecting based on user reports on youtube and in forums. Issue:
Extremely bad VR performance even after CPU and GPU upgrade, blurry, stuttering and what have you that you do not like. Miles away from Assetto Corsa.

Solution:

Nvidia settings for Project Cars 2 reset to factory default
SteamVR supersampling for Project Cars 2 set to 1.0
Delete graphics XML files in Installation folder /steamapps/common/Project Cars 2/...

Launch Project Cars 2 and let the application decide on the best settings, don't change anything!
