F1 2012 Settings not allowed

I raced the Sepang race this weekend and started with Q1 (did not allow for practice) After the first run I was not allowed to change the front wing and gears etc. Is this the Park Ferme rules, and can I disable it?

These are the correct rules. But you should be able to change the front wing, and only the front wing.
