Ruscko plate mod

Hello, I want to make a mod that adds plates to the Ruscko, now I know there is the Ruscko Restoration Project but I want just the plates, not the car looking all brand new. I also want some oldtimer plates unlike in the RRP.

Does anyone know how to make a mod like this? I want to try modding and I thought this would be a good starter project.
