Do you have the car itself? This is only a livery

I just checked and both skins are in the archive. Maybe try installing them manually and not through CM?

That happens to me sometimes when i dont delete the original skins of the car, delete them (or save them un other fólder if you want them), open the Game again and the Norris' skin should appear, if i doesnt work It is very strange...
