F1 2013 Quick race, where is it?

I wanted to simply pick a car, pick my opponents AI (who and how many) pick a track, pick my setup, pick my lap amounts and race ....

I notice a feature of this under multiplayer but I mainly am offline, so where can this be done to race offline AI how I want without running season etc?

There is no single player Quick Race mode. If I remember correctly, that may have been in F1 2012.

The closest you have to that in F1 2013 is Grand Prix mode. This mode is available in the standard game and in the classic game.

Select Grand Prix (or Classic > Grand Prix - if you want the old cars) > Team > What driver you want to be > Then adjust the race settings to your liking.

pick my opponents AI (who and how many)

There has never been such an option for single player, neither in F1 2012. That's a feature only available for online sessions.
You can only select a team->driver + track (there's a random button this time, yay), length, weather, rules, difficulty in Grand Prix mode (which I never use as grand prix mode but only as quick race, lol)
