They are wets. They are just moving at such a high speed that the camera's shutter couldn't catch the movement of the horizontal grooves.

Probably some random testing or PR stuff. It´s definitely full wets on the car.

I could be wrong, but I think the green stripe thing was only brought in during the 2009 season, and this test was a good bit before the season opened.

I think the sidepods are very cool. Very slim with pods like that.
Perhaps that is something similar that Ferrari is doing.
