PC help !!!

Ok, this may seem seriously stupid. I was gonna put this in help, support and feedback but that would have been silly

Basically I have no time to test at the moment because my parents always need to use the pc, so basically what I am requesting is some tips for what to get and how to persuade my parents to let me get one. (b-day is in december and i'm 14, going to be 15).
