Pace Car stopped on track

I made a small oval that has about 14 degrees of banking and no matter what mod Ive tried the pace car stops once its out on the track then it slowly goes around the track because it hits the brakes every second. half the time it just doesnt move at all on the track. It drives through the pits fine but not on the track surface. The surface is drivable for the race cars though. does anyone know what the issue could be. I tried setting up the ai multiple times in BTB.
