Only have particular Weather type in Random option in the 4 slots ?

Is there a way to edit the files such that the 4 slots of weather only have specific weather types in the random option?

Like can we remove all types of RAIN so that only Clouds+Fog+Hazy cycle through in the Random option?

No, but the random option is supposed to be fairly realistic regarding the probabilites of each weather type depending on the track.
