Hi,
Yes that's the right place.
I am presuming that you have unzipped the file. You should have file named Michelin_64.
This goes into the Steam/steamapps/common/assettocorsa/content/cars/ks_mclaren_650_gt3/skins folder.

All is correct.
There should be no problem, very strange.
This is the first time that there has been a problem with it.
File size unzipped should be 5.94MB, is yours the same?
Have you tried deleting and re-downloading?
I don't know what to suggest.
