How to unlock setups for each track?

Hi~ Guys.

As you see, in every garage setups.
There's locked setup for Dry and Wet at every Track.

but all the same...coz it's not Unlocked

Is there anyway to Unlock each setups for Tracks ?

I think what he means is, in Race series there is a padlock beside the Simbin setups already provided. Which, I think means they can not be deleted, not that they need to be unlocked. Correct me if I am wrong here.

This is my screeshot..every track 07,06
even in Race07 and GTR evolution...the same
only i can get default setup...one setup for one car.

These are SimBin setups - you are able to use them, but the 'padlock' image means you cannot delete them as Blair says.

I had doubted this as a default setup, because the setups' values are not that much diffrent according to various Track.
Ok, however it's really diffrent from forums' uploaded setup.
