Ok so Ive seen alot of folks on the Steam Discussion boards with stuttering issues and no doubt theres some folks here who might have it as well.
First off my specs AMD FX8320, ASUS M5A97 R2.0 MB, 32gb Ram, ASUS GTX 1050 2gb, 35" WS Monitor at 2560x1080 144Hz.
Ok now the fix that worked for me. Go into Settings, Audio, Advanced Audio and go down to
AUDIO UPLOAD RATE. Look at the description and what it affects, CPU and Framerates.
I was getting 60fps and below with a benchmark test heavy rain at Monaco and also a benchtest at Singapore.In fact it got down to 17fps at some points.
Once I turned that setting down to LOW I had no more stuttering be it graphics lag or audio stuttering. In fact it was noticing some audio stuttering that made me look into those settings. I even bumped up the graphics settings after testing it from the default medium to high. Still no stuttering.
Hope this may be of use to anyone that has issues with Stuttering and helps resolve it for them.
