how do you add custom liveries to a dedicated server

Hi All
how do you add custom liveries to a dedicated server so everyone that joins can see them
is it possible this is a hosted server not one ran on your local machine

Each driver MUST have the custom skin installed (or they see carbon skin). Server does not provide a source that drivers get updated when joining.
