Help! Controls don't work!

Guys,
Had a nightmare and had to reinstall windows. I'm slowing getting everything back for AC.
I've set my wheel up in content manager but when I go in car nothing works.
I just know it will be something simple, what am I doing that's stupid?

Only a try in the dark, but if i have another controller running (xbox) my wheel does not work in AC.

try to set up in game instead of CM

I'll try that. I was wondering if it's steam controller settings. Annoying as can be!

I was right, steam is stopping my wheel from working.
Does anyone have a fix for this problem?
