You can see a real spread in tactics from the top 3 from 1988. Lotus went straight in with "make the driver as good as possible in the race". It kinda worked, but bad qualifying made the pace hard to use towards the end. Arrows and Tyrrell were upgrading the car, to make both drivers feel the benefit and it worked. Tyrrell just got a bit better results, so could spend more on the driver towards the end.
