Verify the file integrity on steam, it should solve the problem since apparently the file is missing.

Try to delete the Ferrari F138 folder from content/cars and after that do a Steam integrity check. Do wht other cars from that DLC pack still work? If not, check on steam if it's still activated for your profile and that it is installed.
