F1 driver weight

Wish F1 driver's weight was not included in the car's minimum weight requirement. Why penalize larger or taller drivers, which keeps them out of F1? example: David Hobbs, who used to drive F1.

Idea: Minimum weight requirement could be for car only. Then add or subtract the difference in each driver's weight, compared to the average weight of all drivers combined, to or from that driver's car.

Surely including the Drivers weight in the minimum car weight is the only way to level the field for taller larger ddrivers, ie the opposite way roundto how you state it above. Where smaller drivers must carry extra weight to make up for the fat guy.
