Efficient native map tools (seasons, weather, day/night, textures, assets)

A modder friendly basis is essential, it should natively include :
- seasons/weather/day&night variations ;
- snow, gravel, grass and tarmac credible textures and physics ;
- diverse asset library backed by a workshop system;
- uneven surface tools for non laser scanned tracks.
 
i feel like this is REALLY important. if ac2 releases and the whole modding community has to go through what theyve already done AGAIN, then i think ac2 will fail. weather, day/night, lighting, 3d trees, and all the features that have been added to ac NEED to be native to ac2. ideally, the only thing ac2 modders should have to do is model tracks and cars and import them. better tools for working out car physics would be nice too so there will be more consistency between car mods from different creators. for ac1, i think theres like 4 people on the planet that truly understand all the numbers in tyres.ini.
