CPU>99% but task manager loads far lower (does not fix with skip steps to 1)

I've whatched a similar thread and the problem I have is that I have the warning message showing all the time but from task manager CPU and GPU loads are between 35 and 50%. I tried to change the value of [FFB_SKIP_STEPS] in the controls.ini file but nothing changed. I'd like to have nice game performances back, which I had, but cannot manage to recover. Any advice?

Here are my specs:
i7-8550U @ 1.80 GHz, 1992 MHz, 4 cores, 8 logic processors, NVIDIA Geforce MX150 (2 Gb), 16Gb of RAM.
