Not exactly sure what you need help with. But those red lines can be made with the pen tool. Make sure it's set as 'shape' and not 'path' (top left buttons).
Click and drag to create a bezier point, regular click for a sharp corner. You can change them afterwards by holding CTRL+ALT and clicking/dragging on a point (from memory, might be slightly different).
You can alter points with the pointer tool. White tool for points (nudge them with your (SHIFT+) arrow keys for instance), black tool for entire shapes.
Make sure to set the mode to 'add' or something when drawing a new shape so it gets on the same layer. If not, select the shape with the black pointer, cut it (accept the message and delete the layer, as the shape is only a mask for a layer) and paste it on the other layer.
Play around with it or ask again; it's not rocket science
