Can carsetups be changed?

I am not talking about the in car settings like camber, toe in etc But things like changing the power of a car ie bhp, and changing from front wheel to rear wheel drive etc, can this be done?

That would be modding and essentially it would be creating a different car. Furthermore, pitting it against the original one (ie. in online racing) would be cheating.
