EA Sports WRC Builder questions

I got some questions regarding the builder section.
I've created a WRC2 vehicle with a custom paint.
Is there a budget cap when first creating a vehicle?
How do I change, edit and upgrade parts?
It seems once I create a vehicle, the only thing I can change is the paint in builder.

I think the only parts one can upgrade are the ones unlocked during the career by taking part in certain events. I might be wrong, though.

Ya, so what I can gather.
If you go into builder on the main screen, there is no budget cap and you can create a vehicle using all the highest components....which, I wish I knew that before using my low/mid build in the last RD event lol

Career mode, allows the use of a user created build but looks to have a budget cap, events throughout the season unlike parts.
I can't confirm as I have not actually created a car during career mode.
