Had that one time with RACE 06, restarted STEAm and it was gone ...

had that once with evo on a customtrack after rebooting my pc it was solved

happened to me in on of the sprints a while ago and someone else in the cold laps, rather amusing but not particularly practical

I think it's an issue with the server as when we had it we were both having problems joining before hand iirc, clicking the ok button to join and nothing happening for about 30 seconds...
