So, now we are in 2020, and Assetto Corsa has a successor, the prices of expansion packs are bound to drop.

But my question is: Instead of keep on looking for packs to drop in price, if any, it would be much easier to buy them all, no ?

What are the options at this moment ?

I don't think they'll be any ceaper generally, so I'd recommend waitig for the next sale. They should be cheaper again in Summer.

Buying the Ultimate edition on sale would be the best price, I got it for a friend for Christmas for ~18EUR, but afaik you can't buy it if you already own the base game on steam.

When Humble Bundle had the game in the racing bundle last month the DLC was on sale also. I got all of the DLC for under $10.

Never heard about "Humble Bundle"

Partly, this is what the question is - for the more smarter people here : where else can you download and get this software ?
But, in a legal manner obviously.

They tend to offer bundled games, and recently they had an offer on quite a few racers, which just expired not long ago, which is a shame it did before I got this new PC I don't know of any other way to get it myself. I guess we will have to wait til the next offer I suppose.
