acs.exe is missing

Is there a way to fix this without verifying the game files?
I have had this exact same issue with AC. Tried lots of things but it turned out that Avast anti-virus was the problem. Unistall Avast completely (I downloaded Malwarebytes as an alterative) and run the AC file verify in Steam. That will then reinstall the missing ACS file. Load up in Content Manager, you will get the same error screen. Click OK and it will open.

If you are afraid of your customized files being overwritten when doing the verifying:
Steam does not delete additional files! So mods will still be there.
However it will reset all files that are modified.
So config files, sound mods, replaced skins etc.

If you want everything to be identical to how it is now:
Copy EVERYTHING to another folder (if you have 2 drives, that's faster than copying on the same drive), then verify via steam and then copy everything back and overwrite everything when asked.

That way you only get missing files but nothing gets changed.
