Thanks to Derpish's F1 Toolbox, we can change Driver Ratings.
If you want a more realistic start to your career, this is the version for you.
It updates the Driver Ratings based on the Teams Personnel Department Tiers. For example, Tier 1 Personnel teams (Williams, Alfa Romeo, Haas, Aston Martin, AlphaTauri etc.) provide +5 to each stat for their drivers. Whereas McLaren, Mercedes, Red Bull etc. are Tier 2, which provide +10 to each.
This makes the top drivers stats pointless. As Hamilton, Russell, Verstappen, LeClerc will all be 98+ Rated.
It also means Albon, Alonso and others much weaker as drivers, as they have 5 less attributes than the drivers at Ferrari or Red Bull for example.
What this version does is take those upgraded personnel tiers into the equation and alters the driver stats accordingly. This does mean that come Season 2/3 we may need to adjust the ratings to accomodate for all teams reaching Tier 3 (+15 to all stats), meaning that 85 is the new 100. (85 + 15 = 100)
You can also ignore the Overall on the Drivers Market, as those figures are not what the drivers stats actually are, because that doesnt take the Personnel Tiers into equation.

Couple of features:
- Oscar Piastri levels up very fast. I am now on race 8 and he is 87 Rated. Currently this caps to be roughly the same rating as Norris by the end of Season 1, but may tweak that depending on his performances in real life.
- Lewis Hamilton starts of quite low to simulate Mercedes' poor start to the year. But come the middle of season 1 he grows to match that of Fernando Alonso.
- Albon is rated very highly to accomodate for his teams poor Personnel Tier. He will need adjusting come season 2 otherwise he will be overpowered as Williams upgrade facilities or if he changes to a top team.
- Nico Hulkenberg's Pace stat is quite high to simulate him doing well in qualifying, but his Racepace is lowered so he tends to tumble down the order throughout a race.

To install, ensure you have the F1 Toolbox: https://www.racedepartment.com/threads/f1-23-toolbox.260414/
Place the BackupCareer_R.stat file next to the Toolbox.exe:
Load into your career save, and then run the Toolbox engine (you can see how to do this on the toolbox Race Department if you don't know how it works)
Go to Career and double click 'Store' and change that to 'Restore'
Press the box to the left of 'Run rating backup scipt as' and you're done!
*NOTE: You will have to force the game to autosave before you will see any difference on the Driver Market tab, either quit the career and reload, or the quickest way is to go into the R&D tree and back out, as this forces an autosave.*
*NOTE2: The toolbox will Restore the file named BackupCareer_R.stat only, if you already have that file there, replace it with mine before running the Restore.*

When ferrari hit Tier 3 Personnel, thats 85 + 15 = 100.
As mentioned in the Overview description, the only reason Max and Fernando are so high is to simulate real life results. They will come down to match other drivers for Season 2.
